The two-tiered body is luxuriously and carefully gathered.

Gathers at the armholes and double gathers at the cuffs create voluminous sleeves.
The casual elastic cuffs can be pushed up to arrange the sleeves into a 3/4 length.

The back ribbon tie fastens the blouse and also serves as a focal point.
